A government website states less than five staff at Birchwood Terrace have tested positive for COVID-19.
An outbreak is defined as two cases or more.
No residents have tested positive.
They are among the ten active cases in Kenora.
The latest was identified Sunday. Nine cases were reported Friday.
Four of the cases are linked to schools and a daycare centre.
Ontario reported 566 new cases Sunday and 615 on Monday with most detected in the hot spots of Peel, Ottawa and Toronto.
In Minnesota, there are seven new cases in Koochiching County.
Four were reported Sunday with three on Saturday.
The County is now up to 130 total cases, with as many as 15 still active.
Statewide, there were nearly 2,500 new cases over the weekend.
